Two weeks of intensive training on Command, Control and Coordination (C3) and Incident Command & Control System (ICCS), will conclude today at Rove Police Headquarters in Honiara, Solomon Islands.
The training was facilitated by an expert from Australia on C3 and ICCS with the assistance of the Participating Police Force (PPF) and the Police Academy in collaboration with National Emergency Management and Special Event Planning (NEMSEP).
According to Mr. Steve Kirby C3 & ICCS Trainer, the topic presented to the participants include Operational Planning and Operation Orders, ICCS, Exercise Management Training and delivery, Reviewing RSIPF SOP's in relation to the Police Operations Centre and Police Forward Command Post and the subsequent training and C3 Train the Trainer Workshop.
Mr. Kirby stated the purpose is to provide consistency within all levels of the RSIPF to managing major incidents. This includes the first Police Officer to attend the scene through to the most senior officer taking command. This training is consistent with the training I have conducted over the last 16 years within Australia and the South Pacific region (12 different countries). Recently RSIPF Officer SSgt Tex Tafoa assisted me with C3 Training in the Cook Islands where we had 15 participants from 7 different Pacific Island nations participating.
Mr. Kirby further added, “I have been delivering the training within the RSIPF for the past 18 months. I have conducted Train the Trainer workshops whereby the RSIPF now has a group of members who are now able to deliver C3 Training within the RSIPF. I have been assisted by this group throughout the current C3 refresher training and exercises”.
Acting Director of the Police Academy Madam Mary Bennett said, “Policing is about maintaining law and order in an area, event or situations. In a high risk or dangerous situations, normally individuals or officers in an organisation will look for direction”.
She added, “Therefore, a leader or a commander must ensure aims are achievable, know what you can do with available resources, decisions made are based on facts, use all information provided from all available sources and utilise foresight – expect further development of situation and develop contingency plans when things don’t go according to plan (plan B)”.
Madam Bennett said, “C3 training is also included in our training calendar for 2017, and local trainers will deliver future C3 trainings next year. It is anticipated that more C3 training be delivered to managers and frontline supervisors to equip them with the skills required to properly manage and control events /situations”.
